Instead, he can use Gravatar which means that he upload avatar only once and if he want to change it, he needs to change it only on one place.
Not to mention problems for website owners. They need to setup system that handles avatar: uploading, checking pictures, resizing, storage (it could take a lot for many users), additional load on server(s) (which could slow done site's main features) and, last, but not a least, a lot of (expensive) bandwidth that avatars use. Instead, they can simply add support for Gravatar http://en.gravatar.com/site/implement/
Other thing is that support for Gravatar on user's pages could be better, for example there could be link directly to sign-up page pre-filled with users e-mail address.
