Use Smart Link to idea in Jira integration
Currently the Jira integration links directly to the Admin view of an idea.
Instead, the Jira integration should link to the "smart" link, which can determine if the individual invoking the link is an admin, and direct to either the Admin view of the idea, or the web portal.

Unfortunately, without this, our entire product and engineering team can not access the UserVoice links without becoming admins. This is a significant # of users.
