Be able to delete attachments to Suggestions
User-uploaded attachment to a suggestion cannot be removed, except by deleting the suggestion.
If the suggestion receives activity (moderator approval, comments, votes), it then cannot be deleted by the user.
If the attachment contains personal information, the user has no means to address the use/storage of their data.

You now have the ability to delete an attachment that was uploaded during the creation of an idea.
