Twitch should provide an option for viewers to enable automatically generated subtitles/closed captions on live streams, even when the streamer has not enabled captions themselves.

Technology for automatic speech recognition has improved significantly over the years, including automatic language detection and real-time transcription. However, deaf and hard-of-hearing viewers can still be unable to follow many Twitch streams simply because the individual streamer does not have a captioning system enabled.

Accessibility should not depend entirely on whether a streamer knows how to set up captions or chooses to enable them.

Twitch could provide a built-in viewer option such as "Automatic Captions" that:

Automatically detects the spoken language.
Generates real-time subtitles for the viewer.
Works without requiring the streamer to install or configure third-party software.
Allows viewers to change subtitle size, position, background, and other accessibility settings.
Clearly indicates that automatically generated captions may contain mistakes.
Optionally provides automatic translation into another language in the future.

This would make Twitch much more accessible for deaf and hard-of-hearing people and could also help viewers who have difficulty understanding spoken language, are watching without audio, or are watching streams in another language.

People should not have to miss out on a stream simply because captions were not manually enabled by the streamer.
