Update Description verbiage in contributor console to indicate that the idea description will be public
In the Contributor tools, the Description header says "Description (optional)". We would love to have this indicate that this field is public similar to the feedback section indication that that section is private.

We've updated the description field in the Contributor Console feedback capture tool to better explain that idea descriptions can be viewed on public idea forums.
